Fixing leaky pipes and putting lagging around the water pipes (so the water warms up quicker) is as important as installing a low flow shower systems in the bathroom. A low flow showerhead will cut water flow from 5 gallons to just 1.5 gallons per minute. Low flow showers work by sucking air through ports on the head.
